KENNEDALE, Texas ' Dec. 16, 2025 ' The Kennedale City Council recorded a series of unanimous procedural and policy votes Wednesday, advancing some items while delaying others for further information or negotiation.
Key outcomes
- Zoning continuance (PZ Case 25-17): Council voted to continue the public hearing and ordinance consideration for a requested zoning change at 3100 Joplin Road to the Jan. 20, 2026 council meeting at the developer's request. The motion passed unanimously.
- TCAP board election: Council discussed whether to cast the city's ballot in the Texas Coalition for Affordable Power board election. Staff explained Kennedale is a founding member and TCAP changed its timing; with a Jan. 2 ballot deadline and outstanding questions about member categories the council decided not to submit a vote tonight and asked TCAP to present in February.
- Kennedale FD / Tarrant County ESD 1 contract: Staff reported ongoing negotiations with the ESD and recommended tabling action; the council voted unanimously to table consideration so staff can continue negotiations.
- Interlocal agreement with Arlington (utility improvements): Council approved an interlocal agreement to install six double-check valves in the distribution system (four 8-inch and two 12-inch). Council asked staff to follow up on meter placement near Wildcat Way and the high school.
- Procurement policy revision: Council approved a targeted revision adding federal procurement compliance language (2 CFR 200.318'200.327) for projects using federal funds; staff and the city attorney supported the change.
- Appointment to Municipal Animal Services Committee: Council appointed Councilman Jeff Navarres to represent Kennedale on the municipal committee, subject to review during the next October boards-and-commissions cycle.
- Consent agenda and adjournment: The consent agenda was approved unanimously and the council adjourned at roughly 6:23 p.m.
