Oskaloosa council approves consent agenda, multiple ordinances and waives one weed-assessment fee

The Oskaloosa City Council, meeting Dec. 15, approved several routine and substantive items including the consent agenda, multiple ordinances and one waiver of a nuisance assessment.
The council moved and approved the consent agenda by roll call (unanimous among members present) after a brief motion and second. Later the council adopted a rezoning ordinance on third reading to reclassify parcels on 11th Avenue West (Musco-owned property and related land) to Limited Industrial and R‑2 planned residential, following a 9–0 recommendation from planning and zoning; one councilor recorded an abstention on the final vote but the ordinance passed.
The council also approved, on second reading, an ordinance consolidating prior amendments to the citywide housing and urban‑revitalization plan and updating related code sections (15.40.*).
During consideration of nuisance‑weed assessments under Title 8, Chapter 8.2 of the Oskaloosa City Code, councilors approved assessments for listed properties but separately heard a request from James and Paige Pegu for a waiver. The Pegus told the council they purchased 401 K Avenue East on Sept. 23, 2025, after the city had contracted weed removal on Sept. 18 and said notices and an invoice (dated Oct. 3, 2025) referenced HUD as the owner of record and used an incorrect street address. After discussion of title abstracts, disclosure practices and postal delivery issues, the council voted to waive the assessment for that property.
The council adopted a resolution of appreciation for At‑Large Councilmember Lisa Ocean for years of service; Ocean abstained from the roll call, and the resolution passed.
Finally, the council voted to go into closed session under Iowa Code section 21.5(1)(c) to discuss litigation strategy with counsel in a pending matter.
