Chair Marita Davis Johnson convened the operations committee and said the packet before the commissioners divides charter-review recommendations into items that likely can be handled under home rule and items that would require the legislature or a referendum. Staff attorney presenting the packet cautioned, "the devil's always in the details," saying precise wording will determine whether a change can be done locally or must go to the legislature.
