Plainview ISD approves targeted improvement plans, approves HB2 delay request and clears district housekeeping items

Plainview ISD trustees unanimously approved multiple accountability and housekeeping items during the meeting, including state-required Targeted Improvement Plans (TIPs) for Plainview Intermediate and the Early Learning Center, authorization to submit a district transition request to delay implementation of House Bill 2 teacher certification requirements, an annual investment policy review, and disposal of surplus elementary instructional materials.
Presenters described the Intermediate TIP as a state-required, multi-year action plan designed to raise student outcomes through focused goals, PLC-driven instructional coaching, and frequent progress monitoring. The Intermediate plan sets performance targets (for example, district leaders described aiming for 50% "meets" in reading and math) and a schedule of milestones from August 2025 through August 2026. The board asked clarifying questions about implementation and monitoring; the motion to approve the Intermediate TIP carried 6-0.
District staff also presented an Early Learning Center TIP required because of a prior Effective Schools Framework school improvement grant; administrators described goals emphasizing early literacy and numeracy, weekly PLCs, and regional coaching touchpoints. The board approved the ELC TIP 6-0.
On House Bill 2 implementation, administration presented a transition plan to accelerate certification for degreed staff and those in teacher-preparation pathways and recommended the board authorize the superintendent to submit a request to the Texas Education Agency to delay HB2 implementation for the district until the 2029–30 school year. The board authorized the superintendent to submit the delay request, and the motion carried unanimously (6-0).
Other routine business included the annual review and approval of investment training and officers (a housekeeping item auditors require), and approval to dispose of surplus Eureka and Envision elementary math instructional materials per state instructional-materials rules. Trustees asked questions about disposal logistics; administration said workbooks were being sent home when used and remaining surplus materials would be disposed of according to TEA guidance. Each of these items passed on unanimous votes.
The board concluded business items and then heard benchmarks and instructional presentations from campus principals.
