Champaign County’s land-use committee voted to extend a temporary safety moratorium on carbon-sequestration activity, approving a six-month extension after staff corrected an earlier advertised 12-month period.
"This is actually a 6 month extension," county planning staff said, noting the original moratorium was due to expire in January so the extension effectively adds about five months of coverage. The measure was moved by Ms. Locke and seconded by Ms. Rogers and approved by voice vote.
Committee members discussed timing of the HTIM study. Mr. Hall said the HTIM results are scheduled for presentation to the county board in January and that Dr. Storer appeared optimistic about preliminary results. Several members raised concerns about whether task-force partners — including some research organizations — will have sufficient staff capacity after recent budget cuts to participate fully in follow-up work. One member asked about legal penalties for missing SB25 deadlines; staff said they did not recall specific penalties beyond potential litigation with a developer.
The committee decided to forward the moratorium extension on the consent agenda and did not remove it for separate consideration. The moratorium amendment was approved at the committee level; staff said they will return materials and, when available, the HTIM presentation will be provided to the county board.
