Elyria committees approve DEFA loan application and bid authorization for phase‑one sewer‑lining project

City engineering staff described the work as sewer lining in the Heights area, naming Broad Street, William Street and Sumner among the corridors targeted in phase one. The project is part of a court‑ordered consent decree that requires the city to repair and rehabilitate sewer infrastructure to reduce wet‑weather overflows, the engineer said during committee presentation. The committee report noted the ordinance authorizes the mayor to apply for and enter the DEFA loan agreement and requested an emergency clause because of the loan application timeline.
The engineer told members the city has used DEFA loans in the past and that terms can include low‑interest or forgivable components; the city has not yet confirmed the loan terms for this application. The committee also approved an ordinance authorizing the mayor to advertise for bids and award a contract for phase one so the bidding process can be advertised in December. Engineering staff said similar lining projects typically draw two to three bidders.
Both the Utilities committee and Finance committee recorded voice votes in favor of the measures. No dollar figure for the phase‑one contract or a finalized DEFA loan amount was presented during the committee discussion; the loan terms and contract award are contingent on application results and the bidding process. The city indicated additional phases will follow in subsequent years.
Next steps: the city will submit the DEFA loan application and advertise the bidding documents. Staff indicated they will return to council once bids are received and a recommended contract award is ready for formal approval.
