County to modernize surplus sales, advance animal ordinance revisions and hold multiple appointments at Dec. 15 meeting

County staff told the board on Dec. 1 they plan to automate surplus‑property sales by posting qualifying real property on GovDeals, which will standardize reserve prices, bidding and online auctions and reduce advertising costs. The county manager said staff would contact existing bidders to transition them to the online process and would return any final sales for board approval after the statutory posting period.
Manager Brian Manning also introduced proposed amendments to Chapter 6 (Animals) of the Burke County Code, describing mostly definitional clarifications and new accountability provisions for tethering and nuisance behavior. Manning said county attorneys have reviewed the revisions and noted the statutory requirement for a two‑hearing process (referenced as statute '153A'); the board will consider the ordinance at the Dec. 15 regular meeting as the first of two hearings.
Clerk reports included multiple appointments and reappointments across boards and authorities: tourism development authority vacancies and replacements (Deborah Perry, Marissa Angie, Dana Wissnett, Mike Watts, and a request to replace Rob Winkler with Mackenzie McGinnis representing Morganton); vacancies on the Board of Adjustment and the Board of Equalization and Review (including Ray Johnson’s resignation from Seat 3); and reappointments to the Public Health Advisory Board (Dr. Frank Anthony and Dr. Joel Welch) and an at‑large seat currently held by Gwen Stevens. For several reappointment items the board asked the clerk to confirm attendance records with committee chairs before final action.
Ed Phillips, American 250 committee chair, provided an activity report and said the committee plans to identify a site for a liberty tree in the spring; commissioners left that resolution on consent.
