The Burbank City Council unanimously approved its consent calendar on Dec. 16, including an ordinance that amends the municipal code to establish a regulatory framework allowing interactive wayfinding kiosks in the public right-of-way.
Councilmembers asked staff whether the ordinance authorized a specific contract or simply the regulatory framework. Courtney Padgett of the city manager's office said the ordinance establishes rules that would allow a kiosk program, but any contract with a third-party vendor would return to the council for separate approval and community input.
Mayor Takahashi told residents their concerns about advertising and pedestrian safety had been heard and pledged the city would conduct outreach before any implementation. The consent agenda also included zoning changes for school and vocational uses, a ban on gas-powered leaf blowers, development-impact fee findings, an amendment to a professional-services agreement for fair-employment compliance, and a lease and budget amendment to allow a homeless access center with Home Again Los Angeles.
The council approved the consent items on a 5-0 roll call.
