Town staff briefed council on an option to replace the town's current collections vendor, Atlas Collection Agency, with TRAC (Tax Refund Exchange and Compliance), a system operated by the Association of Indiana Counties (AIC). A presenter told council the TRAC program is created by statute and can flag state tax returns when a delinquent bill is in process. The town's use of the system would shift some collection activities from a private vendor model to a state-coordinated flagging system.
