Council approves expanded traffic study for potential U.S. 36 access
Summary

Town staff told the council they had been pursuing a right-in/right-out access point onto U.S. 36 just west of the Waukesha Center and engaged engineer AMF for a traffic study. AMF initially provided a ballpark estimate of about $25,000, but staff said Indiana Department of Transportation (INDOT) asked that additional intersections be included, which raised the cost.
Staff and AMF recommended the town proceed with the expanded study so the town would have the engineering analysis needed to pursue potential access and future partnerships with developers to cover construction costs. A council motion to approve the price increase for the traffic study was moved and seconded and recorded as carried (vote recorded 5-0).
Council members asked whether INDOT requirements had driven the cost increase and were told AMF had spent substantial time with INDOT and town staff to scope the additional intersections. The study was framed as an initial investment to inform future decisions; staff said if a driveway or entrance is constructed, the town would seek developer partnerships to share construction costs.
