Planning Commission denies Spur Ranch 14‑lot concept plan, citing general‑plan and lot‑size conflicts

The Planning Commission considered a concept plan for Spur Ranch, a proposed 14‑lot residential subdivision at 2424 West 900 North. Staff said the parcel is in a Transitional Holding (TH‑5) classification and the general plan contemplates very low density (R‑1 22 — roughly 22,000 sq ft minimum). The applicant proposed smaller lots (some ~15,000 sq ft) and concurrently sought a general‑plan amendment and rezoning.

Several commissioners questioned whether a 12‑lot layout (consistent with current policy) had been adequately evaluated; Commissioner comments and public speakers emphasized loss of the site’s agricultural heritage and the effect on neighbors who maintain animals. Applicant Jaren Davis argued 14 lots yield more marketable and functionally usable lots and offered to cap the project at 14 lots by contractual restriction if approved.

After discussion the commission found the concept plan did not conform to the Lehi City development code and goals and policies of the general plan and voted to deny the concept plan, instructing the applicant that future rezoning and a general‑plan amendment would be required to proceed.
