MPS presents RDA PCSA results; staff caution on DPI sampling changes

Milwaukee Public Schools presented findings from the district’s RDA Procedural Compliance Self Assessment (PCSA) and flagged data‑collection changes that affected results for the 2024–25 year.
Brian Benacek, specialized services community manager, told the committee that the Department of Public Instruction modified the IEP review time frame for 2024–25, which greatly reduced the number of IEPs reviewed and produced volatile percentage results at some schools. He and other presenters cautioned against overinterpreting single‑year percentage changes and said DPI has already adjusted the selection process for 2025–26 to produce a more statistically meaningful sample.
The presentation included specific compliance indicators and changes: one discipline measure decreased from 45.35% to 43.16% (a 2.19% decline) and the number of students with disabilities suspended past the tenth day decreased from 517 (2023–24) to 284 (2024–25). Shortened‑day indicators showed mixed changes (for example, Shortened Day 1 decreased from 88% to 50%). Presenters described training, monitoring and internal controls intended to improve compliance and noted a special audit of special education scheduled for March.
Board members asked about low site scores at some schools and were directed to interpret the 24‑25 column with caution because of small sample sizes; staff said next year’s numbers should be more comparable.
