Tom Chi, representing City Water, Light & Power (CWLP), told the Springfield council on Dec. 9 that CWLP’s Phase 2 work under the state’s Energy Transition Community Grant Program is focused on planning and positioning rather than construction or project approvals. "This evening is not about selecting or approving any specific energy project," Chi said, describing Phase 2 as early-stage planning and potential land acquisition to put the city in a competitive position for future grants.
