Speakers emphasized a graduated sanctions approach: early positive tests lead to treatment adjustments or structured sanctions rather than immediate termination.
Board members asked whether funded organizations can accommodate Rutherford County residents and how changes in the funding cap would affect client counts; staff said they will provide county-specific service counts to inform decisions. The board did not change program rules at this meeting.
