Polk County approves amendment to courthouse architecture contract with Komatsu

Polk County Commissioners Court on Dec. 9 approved an amendment to the county’s architecture services agreement with Komatsu to cover additional work on the courthouse project, including generator-related work, a contractor schedule extension and change order #010, and relocation of the tax assessor-collector’s office.
The amendment incorporates extra services the county says are necessary to complete the courthouse renovation. The presiding official explained the amendment must be returned to the court because any modification to a taxpayer-funded contract requires public notice and discussion: “When we sign a contract ... anytime there’s a modification in the scope of work, then we have to bring it back to commissioner's court and we have to discuss it and provide the information to the public,” the presiding official said.
Court members noted the amendment follows prior procurement and that project documents will be sent to the Texas Historical Commission for evaluation for potential additional grant funding. The presiding official said the amendment should be the final one after compiling all required information and described the coordination required between the architect, the county, and the historical commission.
Commissioner Purvis moved to approve the amendment; Commissioner Robertson seconded the motion. The court approved the amendment by voice vote. The court did not record individual vote tallies in the transcript; the motion was announced as carried.
The court’s next step is to forward the compiled information to the Texas Historical Commission for its review and for potential grant consideration, and to proceed with the amended scope of work as approved.
