City clerk reports liquor and tobacco violations; public works details water/sewer costs and alley repairs

City clerk (Speaker 2) reported that the Colorado Department of Liquor and Tobacco has notified the city of two violations within Monte Vista: a liquor retailer sold tobacco to a minor (this is the retailer's second tobacco violation and the liquor and tobacco division is reviewing whether to pull the tobacco license) and a grocery store sold alcohol to a minor (first offense; the liquor division fined the store and it agreed to pay). The clerk said a final review is pending and that any license action would come before the council in its role as the local liquor authority.
The clerk also said the city is sending out 240 business-license renewals and that the court handled 253 cases this year. She reported participating on a CSU Extension "coffee break" board (Larry Brown) and noted plans to expand outreach to surrounding communities. The clerk is organizing a free suicide-prevention training at city hall, has completed a manager-supervisor leadership program, and reminded the council that the first January meeting will be Jan. 8 when new council members and the judge will be sworn in.
Public works (Speaker 6) reported $27,567.52 in outside water and sewer spending since July, including 45 after-hours weekday calls, 53 weekend calls, three incidents of meter tampering/theft and nine total water/sewer taps for the year. He provided an update on concrete pours in the east alley (60 yards poured on the north side with additional pours scheduled and a remaining roughly 12 yards expected), and said reopening depends on cure strength and weather.
IT (Speaker 3) described phasing out Windows 10 machines in favor of Windows 11, consolidating Sky High and Recreation department accounts and restoring door-access controls. He also said Interim Chief Robert Pino requested police access to a surveillance trailer; that access has been granted.
City manager (Speaker 5) said a production team from Viewpoint expressed interest in profiling the community and thanked volunteers and sponsors for holiday-light efforts. She listed upcoming events including a parade and lighting ceremony, an employee holiday lunch and a community bazaar, and reminded council members of a mayor's summit in Denver in January.
No formal policy changes were made; staff were directed to return to council with any items that require formal action (for example, liquor-license proceedings).
