Keystone Central board elects Elizabeth Lynch president; Scapp named CTC president

Other procedural appointments included the district's liaison to the Pennsylvania School Boards Association (PSBA), a staffing of committee assignments and routine confirmations of roles tied to the CTC. No substantial policy changes were enacted as part of the officer elections.
