Parks board reviews draft Chapter 74 changes and tighter field‑reservation rules

The Alpine Parks & Recreation Board discussed proposed amendments to Chapter 74 of the city code and revisions to the park reservation process aimed at clarifying permissible uses and improving equitable access.

Staff (Speaker 2 and Speaker 1) presented a draft that would add a prohibition on metal detectors and unauthorized excavation in parks, require park supervisor and city manager approval for electrical use, and tighten rules on commercial activity. Under the proposed section 74‑13, individuals may not conduct classes or instructional activities for compensation on fields without a city permit and a signed waiver; free classes used as inducements for paid instruction would likewise require a permit. The draft would reserve priority for team practices and games over personal or for‑profit instruction, with exceptions only for authorized fundraisers or special events approved by the city manager.

Board members discussed administrative versus ordinance items and agreed that many procedural updates would be better placed in policy and procedure documents, while prohibitions and priorities should remain in ordinance language. Speaker 1 told the board the packet includes an updated reservation form and that staff is drafting a reservation guide and policy.

On access, staff proposed limiting reservations to four months at a time to spread field access across teams and groups; options for annual or seasonal reset (January or a March/April seasonal cycle) were discussed. Board members asked staff to collect suggested edits by email and said updated drafts would be returned to the board before referral to council.
