The draft would reserve priority for team practices and games over personal or for‑profit instruction, with exceptions only for authorized fundraisers or special events approved by the city manager.
Board members discussed administrative versus ordinance items and agreed that many procedural updates would be better placed in policy and procedure documents, while prohibitions and priorities should remain in ordinance language.
