The Lowndes County Board of Commissioners approved a rezoning request for an 18‑acre tract at 2480 Copeland Road (REZ 2020‑516) after a divided vote and an added condition requiring the developer to install a buffer/fence along Lester Road before selling lots.
Planning staff presented the request and recommended approval with five conditions based on the property's inclusion in the suburban character area, airport overlay and existing site constraints. Mr. Dillard told the board the planning commission had unanimously recommended approval with conditions.
Matthew Emman, the project's engineer with Access Engineering, told the commissioners the applicant preferred the primary entrance on Copeland Road and that project layout and neighbor preferences informed that decision. "We're excited to do another project in Lowndes County and just, here to answer any questions you guys may have," Emman said.
Several commissioners expressed public‑safety concerns about allowing the subdivision to rely on a single access point. One commissioner said the county code now allows a larger number of lots on a single access than it once did, but emphasized the need for emergency access. Another commissioner urged that if access from Lester Road was not required, the developer should provide a consistent buffer along Lester Road so the rear yards would not become a "patchwork quilt" of mismatched fences.
The board's motion approved staff's recommended conditions and added a sixth condition that the developer be responsible for installing the fence/buffer along Lester Road prior to selling lots; the motion passed 3–2.
What it means: The rezoning clears the way for R‑10 subdivision development subject to the six conditions; planning staff and the developer will be responsible for ensuring the fence/buffer and other conditions are met before lots are sold or developed.
