Delafield approves vet clinic SIP, new assessor contract, phone-system budget amendment and administrator raise

The Delafield Common Council took several administrative and budget actions at its Dec. 15 meeting in addition to land-use decisions.
Assessment services: The council accepted Magnus Associates' resignation as city assessor (term to expire April 2026) and voted to contract with Accurate Appraisal to provide city assessment services beginning Jan. 1, 2026. Mayor Eichard said Accurate Appraisal offers an online platform that will allow residents to view assessment data in near real time.
Phone-system budget amendment: Staff reported NEC, the city's phone-system vendor, had been acquired and support for the city's aging back-end was suspended. Staff recommended a $13,442 capital budget amendment (Resolution 2025-18) to implement a back-end upgrade as an interim measure that could extend service by up to five years while staff explore a longer-term replacement. The council adopted the budget amendment; staff said roughly $3,500 of the cost would be allocated to utilities with the balance charged to general fund accounts. The council acknowledged a supermajority (5 of 7) is required for budget amendments.
Vet clinic SIP and developer assignment: The council approved the specific implementation plan for a proposed urgent-care/veterinary facility near the Marcus Theatre on Hillside Drive (property D ELC 08049880013250) following the Planning Commission recommendation. The council also approved consent to assign the developer agreement from the original LLC (Baller Group 2, LLC) to 805 Wells, LLC; staff called the assignment a minor oversight and the consent was approved by voice vote.
Vouchers and grant announcement: The council approved the vouchers list by voice vote. Staff announced the city was awarded a $25,000 state urban forestry grant to support Oakwood Park plantings and credited City Forester Sean Heinz with preparing the successful application.
Personnel action after closed session: The council entered closed session under Wisconsin Statute 19.85(1)(c) to consider the city administrator/director of public works' performance and compensation. After returning to open session, the council approved continuing the administrator's contract with a 4% salary increase effective Jan. 1, 2026.
Next steps and implementation responsibilities include executing the Accurate Appraisal contract, allocating budget amendment funds, and staff follow-up on phone-system continuity planning and grant implementation.
