Commission approves design, surveys and contract amendments to advance Woodland Crossing redevelopment

Commissioners approved a package of contracts and budget updates on Dec. 9 intended to move Woodland Crossing and adjacent South Main redevelopment projects into final design and construction readiness.
Staff requested and the commission approved Amendment No. 1 to the CB Burke Engineering LLC contract for South Main infrastructure design that increases the total contract price to $250,310 and appropriates $93,580 from Downtown Tax Allocation Area #1 to pay for additional surveying and design tasks, including a parking lot tied to an anticipated Garrison Fraser development.
The commission also approved a contract with Broadway WVK Engineering LLC to provide Woodland Crossing infrastructure design services at a projected cost of $321,450 and appropriated $385,800 from the consolidated South Elkhart TIF to cover design and contingencies. To support the design, commissioners approved a topographic survey by JPR not to exceed $20,500.
Separately, Ancon Construction presented two change orders for Woodland Crossing after discovering that meter and switchgear work in a portion of the complex required additional electrical work; the net additive amount was $58,594.80, which staff requested be appropriated from the consolidated South Elkhart TIF to increase the Ancon contract to $3,401,347.80. The commission approved the change orders and appropriation.
Staff also presented a scope for a third year of engagement with Neighborhood Evolutions (NEVO) at $59,500 to support developer‑oriented leasing, condominium documents and leasing strategies; the commission approved the contract and appropriation from the consolidated South Elkhart TIF. Finally, staff asked for and received approval to increase the Woodland Crossing 2025 professional services line by $22,000 (to cover lease commissions and a December property management fee) and to adopt the 2026 Woodland Crossing operating budget.
Staff said design teams will use the survey and scope documents to refine construction drawings and that additional amendments or approvals may follow as designs and bids are finalized.
