Travis Crayle, representing the Environmental Commission subcommittee on single‑use plastics, urged the Vista City Council to add an ordinance to phase out single‑use bottled beverages (1 liter or smaller) at city facilities, city‑affiliated events, and in city purchasing. Crayle said the subcommittee modeled its proposal on ordinances in neighboring cities and included exemptions for emergencies, outdoor workers’ hydration needs, and individuals who bring their own beverages.
