SAISD seeks board approval to submit 11 targeted improvement and turnaround plans to TEA

San Angelo ISD administration asked the board to approve and submit targeted improvement (TIP) and turnaround (TAP) plans for 11 campuses and to authorize staff to ensure state and federal compliance. Dr. Raley Self detailed which campuses fall into each category: TIP campuses include Bowie, Crockett, Reagan, Lone Star Middle and Lakeview (the latter because of a grant requirement); TAP campuses cited for more intensive intervention included Bel Air, Bradford, Fannin, Lincoln, Goliad and McGill.
Self walked trustees through TEA’s accountability triggers under the Texas Education Agency process and described core plan components: stakeholder engagement, student outcome goals, aligned instructional strategies, capacity building, milestone tracking and performance management. He highlighted the district’s new ABC evidence‑review protocol (quarterly), which links instructional coherence, differentiation and adult retention to measurable milestones. The administration’s short‑ and medium‑term targets include moving specific TAP campuses to a C rating this year and to B/A ratings by 2026–27.
Board members asked about parent engagement, frequency of progress reports and how the plans will be implemented without disrupting day‑to‑day instruction. Administration said implementation has already begun, that parent open houses were conducted at the 11 campuses involved, and that milestone reporting will be shared quarterly with the board to align with MAP administration windows.
The board moved, seconded and approved the development and submission of the TIP and TAP plans under Texas Education Code chapters 39 and 39A and authorized district administration to ensure full compliance; vote was recorded 6–0.
