Board rejects interim CBO ratification after tense debate over process and references

The Adelanto Elementary School District board considered ratifying a short-term executive director of maintenance/operations who would serve as interim chief business officer. Superintendent Dr. Terry Walker recommended a four-month appointment and said she had vetted references including a county superintendent and School Services of California but acknowledged the candidate had not advanced in the district’s interview panel earlier.

Several trustees raised procedural and substantive concerns. Trustee Krause cited the candidate’s recent work in Coachella Valley and said that district’s financial challenges and outside scrutiny by county officials or FCMAT should be considered; Trustee Krause said she opposed moving the item forward for that reason. Trustee LaFrenche and others questioned whether combining operational and fiscal oversight in one interim role is appropriate and urged alternatives such as retired CASBO candidates or additional director-level support for fiscal services. Clerk Hyer flagged a discrepancy between the agenda fiscal-impact number and the contract amount and asked for the agenda to reflect the correct $53,231.57 figure shown in the contract attachment.

The vote to ratify the candidate as an interim executive director/CBO failed after extended discussion; the motion did not carry. Trustees also debated whether prior interview-panel recommendations should outweigh outside references and whether this type of ratification should be handled differently. Superintendent Walker defended her decision, saying the district’s need for immediate, onsite fiscal leadership before the next interim report justified the move and that her references were favorable.

Why it matters: The failure to ratify leaves the district to decide whether to extend reliance on consultants, run a new hiring round beginning in January, or appoint another interim; trustees emphasized the need for transparent process, corrected agenda materials and possible alternate interim recruitment sources.
