The City of Norton Board of Zoning and Building Appeals unanimously approved a variance on Dec. 16, 2025, allowing a covered rear patio at 2878 Willowway (Lot 13, parcel 46-09681) to extend into the 50-foot rear setback. The board recorded five affirmative votes and the chair instructed the applicant to work with city staff on final steps.
The zoning administrator, Bill Grama, summarized the request, saying the covered roof over the proposed porch/ patio is treated as part of the house for setback calculations. "The rear setback involves a porch with a covered roof over it," Grama said, and noted the proposal would place the structure "a little over 48 feet" from the property line, short of the 50-foot requirement.
Applicant Keenan Hahn, sworn for the record and identified as representing the filing parties, told the board his client wants to build a home and "extend the covered back patio." He said the change would put the patio "about a foot and a half over that setback," and acknowledged uncertainty about the precise extension, telling the board it was "2 feet total or 4 feet total" at the time of testimony. Hahn provided approximate dimensions for the patio during questioning, indicating the plan as roughly 15 by 13 feet and noting it would be raised so occupants would step down about 8 inches to the patio.
Board members asked for clarifications on size and construction; Hahn confirmed the patio would be covered and raised and explained that, if reduced, the plan could result in a smaller footprint (he stated an alternative of about 15 by 11 feet). After questions and no public comment, a member moved to approve the application "as asked for," a second was recorded, and the board approved the variance by roll-call.
The chair advised the applicant to coordinate with city staff to finalize any conditions and scheduling: "Make sure you get with the city... and I'll work out all the details," the chair said after announcing approval. The board also approved minutes for its Nov. 18, 2025 meeting before adjourning.
Officials cited the relevant code and filing information on the record: the application seeks relief from Codified Ordinance section 12 66.04, section 4, and the filing and mailed notices were handled in accordance with Charter section 6.03. The application was filed on Dec. 4, 2025, by Keenan Hahn and Hahn Holmes.
