Pulaski County approves ADA transition plan and Title VI implementation plan

Pulaski County council and commissioners approved an ADA transition plan and a Title VI implementation plan aimed at bringing county programs and contracts into compliance with federal accessibility and civil‑rights law.

An external presenter summarized the plans, saying they are intended to ensure county programs, services and activities are accessible to people with disabilities and that contract administration prevents discrimination. "The ADA transition plan requires that we ensure all the programs and services and activities that we provide as a county are all accessible to people with disabilities," the presenter said, and described the Title VI plan as addressing nondiscrimination in contract administration.

The presenter noted these plans include record‑keeping, department‑level tasks and checks for contractors to sign that they understand ADA obligations. He estimated establishing a baseline and implementing required tasks could take two to three years and warned that full facility compliance could take decades and substantial investment.

Motions to approve both the ADA transition plan and the Title VI implementation plan were made and carried. Commissioners thanked the presenters and county economic‑development staff for work coordinating the documents.

Next steps: departments will receive task lists to build baseline assessments; staff recommended following the implementation timeline and reporting progress to both boards.
