Codington County approves design work for County Roads 7 and 10; highway superintendent reports on maintenance

In a morning session that opened at 9 a.m., the board voted to authorize the chair to sign an engineering agreement (firm discussed in the meeting as Danner) with services capped at $40,000. Commissioner McElhinney moved the authorization; Commissioner Gable seconded, and the motion carried by voice vote.
Why it matters: County Road 7 and 10 were flagged by staff as showing early signs of surface deterioration tied to heavy truck traffic from nearby pits. Approving design and engineering work is the preparatory step before resurfacing or deeper repairs; staff said the likely initial treatment is a thin surface relay (about two inches) in areas not needing full depth reconstruction.
Highway report: Highway Superintendent Laney Paul summarized recent operations, including damage to a barricade in an apparent hit-and-run, temporary traffic rerouting onto 7th Street, completion of storage and truck upgrades, a sewer-line cleaning and lining project described as extending service life "for another 60 years or so," and response to several small snow events. Paul noted one of the department's ongoing concerns is residents pushing snow into the roadway right-of-way and said that could prompt enforcement: "If it is, to become a concern, it could be a potential of a $100 fine. And if we do have to go up and clean it up, that's $200 for the charges of that," Paul said during the meeting.
What's next: With design work authorized, staff will proceed with engineering and return to the board with project specifications and a recommended schedule for resurfacing or reconstruction. The board and staff also briefly noted coordination with planned bridge replacement on a portion of County Road 7 that will be part of next year's work plan.
