County approves multiple change orders for courthouse projects, adopts stairwell security procedures

Staff explained that, because parts of the courthouse function like detention facilities, the fire code provides exceptions and requires strict policies and procedures for evacuation in locked or lockdown scenarios. Engineering and the sheriff’s office developed the document and staff requested adoption; a commissioner objected that security protocols are typically handled in executive session, but the item was adopted and staff will place the approved policies on‑site for officer reference.
