Commissioners postpone Two Rivers 5‑stand gun range construction amid pending litigation

Camden County commissioners voted 4–1 to postpone action on the construction of a 5‑stand at the Two Rivers Gun Range after counsel and members raised concerns about ongoing litigation.

A motion to postpone referenced prior counsel advice to avoid taking substantive action on matters that are the subject of pending court proceedings. County counsel told commissioners the litigation implications should be discussed in executive session; the board agreed to convene an executive session for the purpose of litigation and then reconvened with no action taken out of executive session.

Commissioners and public commenters also raised regulatory compliance concerns tied to the Department of Natural Resources (DNR) Wildlife Resources agreement governing the range, including restrictions on target types and event permissions. Public commenter Rick (Ricky) Manning cited specific contract language requiring the county to comply with state and federal laws and local ordinances, and said he would continue to monitor compliance.

The vote to postpone the 5‑stand construction was 4 in favor, 1 opposed. Commissioners noted the grant for the range is reimbursable and that timing could affect the county’s ability to spend the awarded funds if the litigation delays action for an extended period.
