Finance Director Madeline Prentice explained that building‑department and land‑use fees were adjusted following a comparison with comparable cities, and that a comprehensive fee study will be completed in 2026 to refine cost recovery across service areas. Council discussed the need to ensure service levels match rate increases and asked staff to continue work with the consultant FCS Group on water‑rate options.
The resolution was adopted by motion and unanimous vote. Staff will return with additional options for water fees informed by the consultant’s analysis.
