The San Clemente Planning Commission opened a public hearing on Dec. 17 to review a city-initiated zoning text amendment package (25-547) intended to streamline development review procedures and correct or clarify zoning code language.
Planner David Kurilla presented the package as two groups of changes: five streamlining amendments and five cleanup amendments, noting that several items revisit actions from a 2023 streamlining ordinance that did not move forward. "Today's goal is to introduce the streamlining and cleanup amendments and to receive feedback and direction from the planning commission," Kurilla said, and staff said it will incorporate commission comments and return with revised language in January 2026.
Commissioners asked procedural and technical questions and noted prior briefings, with no final actions taken at this hearing. Staff will work with commissioners on specific amendments and bring a revised draft for formal consideration next month.
