Crow Wing County’s Planning Commission handled a packed agenda on Nov. 19, recommending several land‑use map amendments to the County Board and approving multiple variances, conditional use permits and a preliminary plat.
Key outcomes: - Diane Allgood: Commission recommended that the County Board reclassify parcel 78120566 (Noki Lake area) from rural residential 5 to rural residential 2.5 despite a Noki Lake Township recommendation against the change; staff reported township concerns about traffic and aquifer impacts. The recommendation goes to the County Board on Dec. 30. (motion carried) - Michael Arvig: The commission recommended rezoning a parcel to commercial 1; staff reported five comment letters in opposition and Highway Department concerns about traffic and a planned roundabout; the motion passed 3–1. (motion carried) - Jeffrey & Julia Derosier: The board recommended changing a parcel from Agriculture/Forest to Rural Residential 10 to allow a 20‑acre split; motion carried. (motion carried) - Chad & Jessica Foster: Approved variance for a bluff impact setback (10 ft where 30 ft required) and a CUP to move dirt (195 cubic yards) to build a modest 1,408 sq ft dwelling; staff noted prior bluff restoration work with Soil & Water and included conditions. (variance and CUP approved) - Leah & Daniel Heggerson: Approved variances to place a replacement septic and drain field in constrained locations between Pelican and Stevens lakes due to site constraints; staff had a septic design on file. (variance approved) - Curtis and Amy Janicki: Approved a minor lake setback variance (71 ft where 75 ft required) for a 231 sq ft deck; motion carried with conditions addressing impervious coverage. - Mary and Raymond Zabella: Recommended approval of a two‑lot preliminary plat (Turtle Bay) with five conditions.
The commission also handled procedural matters (minutes approved), tabled an earlier Lakes Premier Storage appearance when the applicant was absent, then later took that item off the table and approved the variance and CUP after the applicant appeared. Several items now move to the County Board for final decisions (land‑use map amendments, preliminary plat).
