The Tippecanoe County Area Plan Commission on Dec. 3 approved construction-only plans for PD 25-16, the McCarty Hope Apartments, clearing the way for site work and utilities but not vertical construction.
Amanda Esposito, APC staff, described the submission as "final detailed plans for a plan development" that cover construction items only and do not authorize buildings to rise until the final plat has been approved and recorded. Staff told the commission the first phase will be on the west side of the site and that the full development could include two single-level multifamily buildings with as many as 54 units, plus a clubhouse, pavilion and dog park.
Jerry Reynolds, who spoke in support during the public-hearing portion, said the City of Lafayette is "behind this" project and noted the site sits on the south side of McCarty near the marketplace. Esposito told the commission the APC approved earlier stages in August and Lafayette City Council approved the rezone in September.
Because the submission was for construction plans only, the commission’s approval — recorded by unanimous ballot — allows clearing, grading and infrastructure work to start while reserving building permits for after final plat approval. Staff also said bonding with the city remains under discussion.
The commission recorded the approval as a unanimous ballot; no named roll-call tallies were given in the transcript. The project will return later for final plat review and to seek authorization for vertical construction.
