Oceanside extends temporary closure of Lagoon View Drive to protect Buena Vista Lagoon

The City Council voted unanimously on Nov. 5 to extend a temporary closure of Lagoon View Drive for an additional 18 months. City Engineer Brian Thomas told the council the closure protects the Buena Vista Lagoon — a federally protected wetland — by reducing illegal dumping, camping and criminal activity while reserving access for emergency vehicles and maintenance of a 72-inch storm drain.
Thomas said the initial closure dates to a prior council determination in 2022 and that temporary roadway closures may be carried out via public hearing for 18-month periods and can be renewed multiple times up to a statutory limit. Staff reported a marked reduction in vehicle camping and pedestrian encampments after closure and noted some limited cleanups by code enforcement. Councilmembers discussed potential future uses for the corridor, including trail overlooks, but took action to continue the closure to protect habitat and public safety.
