Council told additional $5,000 engineering amendment may be needed for pavilion after design changes

At the Dec. 9 Committee of the Whole, consultant Shane described changes to the community pavilion design that increased scope and engineering needs and requested an additional $5,000 to CMT work order number 11 to cover construction‑phase engineering and observation.
“The original quote was like 37,000. To get the parks committee what they wanted, the project grew … that pavilion now was 119,000 just for the structure,” Shane said, explaining the project expanded well beyond the original amphitheater scope. Shane said the manufacturer provided sealed drawings but later declined to design footings after the council added features such as raised concrete and an aesthetic block wall; CMT absorbed that structural work and must allocate hours to complete footing design and limited construction observation.
Council members asked why footing issues were not anticipated and whether contingency funds would cover the work. Shane said construction contingency covers change orders, but the additional engineering effort is a separate fee billed hourly; if the hours are not used, the city will not be charged.
Council requested Shane email design drawings to all members for review; the council agreed to place the amendment on the regular agenda for formal consideration at the next meeting.
