Wright County approves amendment for 4 Corner Bridge, increasing box culvert estimate to $600,000

Adam Clemens told the Wright County Board of Supervisors that a design change for the structure on D20 at R33 — locally known as the “4 Corner Bridge” — requires replacing the aging bridge with a double box culvert and raised the cost estimate from about $400,000 to $600,000. Clemens said the work will be submitted to the Iowa Department of Transportation and added to the State Transportation Improvement Program for letting.
"This is all VR money, so no tax dollars go into this project," Clemens said, adding, "So we get reimbursed 100% for that." Board members discussed timing and the design details and noted the county would still need to budget local match paperwork before reimbursement.
There was brief procedural confusion in the meeting about whether the item had been posted as a formal resolution; Clemens told the board he would bring a resolution back next week for formal action. Despite that posting issue, a board member moved to approve the amendment to the 2026 county five-year program and the board voted to proceed with the change.
The amendment will be routed to the DOT and placed in the STIP; staff said letting will be delayed a few months from the original schedule while the change is processed.
Next steps: staff will present final plans and a formal resolution to the board at the next meeting, then file the amendment with DOT for STIP inclusion.
