Grama Melgar, senior civil engineer and the city's paving manager, presented San Rafael's three‑year pavement management plan covering fiscal years 2025–2028, saying the city manages roughly 173 center‑line miles (333 lane miles) of roadway and that the city's 2024 pavement condition index (PCI) is 61 — in the "fair" category.
