Mitchell County approves amendment extending BioSciences project completion to May 31, 2026

The Mitchell County Board of Supervisors approved Amendment No. 1 to Contract 22-HQJT-036 on Dec. 16, extending the project completion date for BioSciences and leaving all other contract terms in place.
A board member explained the amendment updates Exhibit D to reflect a new project completion date of May 31, 2026 and a maintenance-period completion date of May 31, 2028. The amendment follows a request from the contract recipient and approval from the Iowa Economic Development Authority (IEDA).
According to the explanation read at the meeting, the plant manager reported multiple factors that delayed progress: a shortage of skilled labor, delayed equipment deliveries, limited internal programming resources, shifting internal priorities and cash-flow constraints. "We've experienced a shortage of skilled labor, which has slowed progress more than anticipated," the manager said. The transcript records that IEDA is "agreeing" to the extension request.
County officials said they would obtain a hard-copy of the amended contract for county records. After a motion and second, the board voted to approve the amendment; recorded ayes included Jim, Todd, Mark, Sam and Cindy.
The board did not change the contract's other provisions; officials said the amendment incorporates revised job-obligation language and leaves the remainder of the contract in full force.
