Beltrami County commissioners adopted the county’s 2026 fee schedule after a presentation by County Administrator Tom Berry outlining three administrative changes.
Berry said the county would not adopt a proposed increase to the NSF (non-sufficient funds) fee beyond the statutory maximum of $30 and would instead leave that fee unchanged in the schedule. County staff also proposed a grant-administration fee to recover costs when the county serves as fiscal agent for other entities; the recommended mechanism includes a minimum (described in the presentation as $100 per hour) and a cap tied to a percentage of the grant. Finally, an incorrect form reference for certain handgun permits was corrected in the packet.
No members of the public offered comment during the fee-schedule public hearing. Commissioner Carlson moved to adopt the fee schedule; Commissioner Winger seconded and the motion passed 4–1.
The new grant-administration language is intended to ensure the county recovers the staff time and reporting costs associated with administering grants on behalf of other jurisdictions or organizations. County staff said departments will implement the adjusted fee language in coordination with Finance.
