Skowhegan Select Board approves consent items, contracts and administrative actions

The Skowhegan Select Board on Nov. 25 approved a slate of routine and administrative items, including minutes, cemetery transactions, a contract to digitize the town ordinances and multiple fund expenditures.
The board approved the consent agenda, including minutes from the Nov. 14 meeting and a cemetery lot conveyance for Clinton Ellis. The board authorized Town Clerk-Treasurer Gail Pilat to expend up to $19,919.73 from the cemetery trust fund to pay a small subaccount amount ($18.28) to Christ the King Parish and to offset the sexton’s salary. The board also authorized up to $12,000 from the John and Florence Higgins Educational Loan Fund for 2025 loan recipients.
On municipal services, staff presented and the board approved a codification services agreement with General Code LLC at a total project cost of $15,247; staff said the contract includes a $1,200 annual subscription going forward to maintain an online, searchable e-code of town ordinances. Town Manager Nick Nadeau explained the project will consolidate decades of ordinance edits into a consistent, searchable format.
The board also authorized the town manager to execute and record a discharge of mortgage for Robert M. Graff and Jennifer L. Graff after obligations were satisfied, and it authorized the town manager to warn public hearings for standard items in accordance with state posting rules. The treasurer’s warrants were approved as presented.
In unfinished business, the board agreed to schedule a transfer station workshop and a TIF informational workshop; members also discussed recurring vandalism and economics of a leased EV charging station and agreed to bring more data to a future meeting. The meeting closed after a reminder of a special town meeting on Dec. 10 at 6 p.m.
