WASECA, Minn. — The Waseca County Board on Monday approved a conditional‑use permit allowing a property owner to construct a private pond in a former barn footprint, with conditions intended to protect neighboring properties and the homeowner—s septic mound.
Staff presented the Anderson request and said the site already collects surface runoff. County Land & Water Resources staff (Chris Howard) and county septic reviewer (Greg Heber) reviewed the concept and advised that the pond, as proposed, would be excavated to create a berm and an outlet culvert; the board added a condition that the applicant would be responsible for mitigation and repairs if pond overflow materially affects the downstream neighbor.
Speaker 8 said the design has not yet been finalized and that a land‑alteration/erosion control permit and a specific pond design will be required; the county will review septic setbacks, consider liner options and require a plan to avoid saturating the existing mound system. The board approved the findings of fact and the CUP by voice vote.
