Park Board approves bills, construction invoices and extends Speedway RFP deadline to Feb. 2

The Stark County Park Board on Dec. 2 voted to approve several bills and construction change orders, and to extend an RFP deadline for the Speedway while contractors update repair estimates.
Key votes at the meeting included approval of a Jam Pest Control invoice from the General Fund (voice/roll-call lead to unanimous approval), approval of a billing from Tuze Construction for the livestock building (listed in the packet at $257,142.55), and approval of an electrical proposal revision for the livestock barn for a gross cost of $47,840. All recorded roll-call votes in the meeting were unanimous among the commissioners present.
Tracy Tuze of Tuze Construction, who addressed the board about the livestock barn work, said the contractor removed wall packs and three overhead doors from the change order to reduce cost and added a larger service panel and additional interior lighting. “He did remove the wall packs and the 3 overhead doors,” Tuze said, and she described adding two rows of lights and a 200-amp panel to allow future expansion.
On the Speedway RFP, board members heard from contractors that several repairs — including drainage and bleacher footing work, perimeter fencing, water-line repairs and lighting replacement — must be completed before a lease or long-term contract is practical. Estimates for the repairs discussed during the meeting ranged from roughly $80,000–$120,000 for certain elements; an older estimate cited at the meeting (May 2023) listed about $121,000 plus another $31,000 for related work. To give the Speedway association time to organize and secure contractor schedules, the board voted to extend the RFP deadline for that group to Feb. 2.
Other business: the board received a brief Lakeview Park update (playground installation and a forthcoming tree-planting plan) and directed staff to obtain bids for adding electrical outlets behind the bleachers to support vendors; no formal contract decision was made on that item.
The meeting adjourned after the board approved a motion to adjourn by unanimous voice vote.
