Seneca County commissioners approve supplemental appropriations and several routine resolutions

Seneca County commissioners approved a package of supplemental appropriations and a set of routine resolutions during a regularly scheduled meeting.
County administration presented supplemental appropriations to cover multiple year‑end needs: General Fund contract services $5,000 for an EMS consultant; Recorder equipment fund salaries $9,742.38 (plus Medicare $141.26, workers' compensation $194.85 and OPERS $1,363.93); General Special Projects equipment $10,000 for a courtroom projector; Ambulance Service Fund salaries $206,000 (plus Medicare $2,987 and OPERS $28,840); Victims of Crime Act (VOCA) supplies $2,800 and an other expense line of $2,986.80 (a return of unused grant funds); and $28,571 from the Housing Revolving Loan Fund for a County Housing Impact and Preservation (CHIP) private rehabilitation project in Fostoria. The board received the explanation for each line and voted to approve the appropriations.
On resolutions, commissioners approved a submission to the Ohio Department of Transportation for an airport master plan project, with an amount of $20,072 noted for the application. The board also approved a service agreement with the Wyandotte County Board of Commissioners for custody and care of Wyandotte juveniles at the Seneca County Youth Center for 2026; authorized payment of a $14.79 finance charge on a Walmart credit card for Job and Family Services after the department's request for removal was declined; set the sealed‑bid opening for HVAC improvements at the Seneca County Museum (28 Place Street, Tippin, Ohio) for Nov. 20 at 10 a.m. in the commissioners' office; and appointed Crystal Smith as the county prevention specialist to the Northwest Ohio Regional Prevention Council for the remainder of Jamie Hill's term, ending Jan. 15, 2027.
County administration emphasized avoiding returning grant funds where possible, saying, "I don't like to return grant money," while noting some VOCA funds needed to be returned because of the grant cycle. Voting on motions was recorded by roll call; commissioners present voted in the affirmative on the items before the board. The chair closed public comment, noted the next meeting date (next Thursday at 10 a.m. in the commissioners' office) and adjourned the meeting.
