Brown County adopts resolution to redraw precinct boundaries; annexation agreement and rezoning move forward

The Brown County Commission voted to adopt Resolution 2025-49, which redraws precinct boundaries within city limits and reduces a set of city precincts to four units. The resolution was presented for approval and public comment; Rich Ogman, identified as chairman of the Brown County Republican organization, spoke to express reservations about the change while acknowledging the stated reasons for it.

Commissioners discussed alternatives, including keeping more precincts (six or eight) for different representation patterns, and asked about filing and map availability. County staff said they had started coordinating with the Secretary of State and would file the changes after approval. Several commissioners stressed that the change can be revisited if it produces unintended consequences.

Separately, the commission authorized the chairman to sign a Fairgrounds annexation agreement with the City of Aberdeen, contingent on the city’s ordinance taking effect; the county will sign when Aberdeen’s ordinance is effective, making the annexation effective on the city ordinance’s effective date. The commission also held first reading and approved first reading of Ordinance 311 to rezone property filed by petitioner David C. (from one agricultural district to another) by motion.

The precinct-resolution adoption was recorded as carried by voice vote with at least one nay noted; the annexation authorization is contingent on the city's ordinance and will become effective when that ordinance takes effect.
