Brown County approves fair board bylaw changes, new appointments and carnival contract addendum

Rachel Kippley, Fairgrounds Parks Manager, presented three fair board-recommended bylaw changes and a slate of member appointments. The bylaw changes would (1) allow the fair board to ask members who have completed two three-year terms to return for one additional year if vacancies cannot be filled by January, (2) prohibit spouses from serving simultaneously on the fair board, and (3) clarify whether family members of fair staff may serve on the executive committee while excluding conflicted members from specific executive discussions.
After discussion about potential ambiguities and checks against conflicts of interest, the commission voted to approve the recommended bylaw changes. Kippley then presented unanimous fair board recommendations to appoint Peyton Sarda, Kevin Heinrich, Nicole Hansen, Samantha Hockenbrock and Jeff Wingler to first three-year terms and to reappoint Connor Burgard, Brody Mueller and Rhonda Resloff to second three-year terms; the commission approved those appointments by voice vote.
Kippley also presented a proposed addendum to the carnival contract with AMP (formerly Todd Armstrong Shows) that includes a change in the week-long mega-pass price from $70 to $90; she said the carnival revenue-share arrangement is tiered (30% of first $150,000; 35% of $150,001–$300,000; 40% of revenue above that) and that mega-pass sales set a record the previous year. The commission approved the contract addendum.
Finally, the commission authorized advertising a request for proposals (RFP) for operation of the fairground grandstand concessions, including minimum payment terms listed in the draft. Officials said further details will be returned to the commission as the procurement progresses.
The actions were procedural approvals to implement fairboard governance changes, staffing additions and seasonal contracts; commissioners requested continued attention to conflict-of-interest language and membership eligibility going forward.
