Commissioners schedule workshop to review contested GLO-CDBG construction bids

Newton County commissioners on Nov. 13 moved to hold a workshop that will bring bidders and the county'9s engineering firm together to review construction bids for a GLO-CDBG regional community shelter project (GLO contract number 24-065-03).
Speaker 2 told the court the engineering firm (GLS) received six bids, rejected three, and recommended the lowest overall bidder; Speaker 2 said commissioners did not receive the bid packages before GLS made its recommendation and raised concern that one apparently-low bidder had substantially higher pricing (about 30% higher) for kitchen equipment than the next bidder. Speaker 2 said some discarded bids lacked required numeric bid amounts and were returned to GLS as nonconforming.
Citing the need for transparency and to ensure the court had a full record, Speaker 2 moved for a workshop inviting all bidders (including those discarded by GLS) and GLS to present bid packages to the court; Speaker 1 seconded, and the court voted to schedule the workshop so it can act within the 60-day decision window.
The workshop aims to let commissioners examine bid packages, clarifying questions about bid schedules, qualifications, and the reasons certain bids were rejected by the engineering firm before the court makes a final award decision.
