Walker County Commissioners Court voted Dec. 1 to issue conditional approvals for multiple Comcast Houston LLC requests to install fiber-optic cable along and under county rights-of-way, with staff and commissioners stressing several preconditions.
Staff told the court the conditional no-objection letters require Comcast contractors to secure development permits before work begins, perform 811 locates and hydrovac verification where necessary to identify underground utilities, and submit as-built drawings when installations are complete. Staff also said the court will append a reference to a Blau letter dated Nov. 18 as part of the conditions on the no-objection letters.
Commissioners approved motions for Oak Drive, Horsmith Road, Wilkerson Lane, Barrel White Road, Colony Road (subject to jurisdictional clarification), Graham Road and Kelly Lane with the same conditional provisions. One item (identified as agenda item 49 in the packet) was passed for further clarification because the map labeling of 'Front Street' did not match the county's maintenance mapping and the court could not confirm jurisdiction over that route.
No physical work may begin until Comcast obtains the required development permits and completes the required locates, staff said; the approvals recorded in the meeting minutes are conditional and administrative, not a grant of right-of-way ownership or final installation authorization.
