The committee approved a conditional‑use permit Oct. 16 for a homeowner proposing a handyman operation, but imposed conditions intended to mitigate neighborhood impacts after residents described the property as an eyesore.
Staff reviewed the record from the August continuation, noting a long list of items on site (cars, trucks, boats, trailers, lawn and recreational equipment). Several neighbors and the town of Warren chair had urged cleanup, and staff said the applicant had made some progress since August.
Committee members pushed for a fully enclosed storage area (an eight‑foot privacy fence with gates tied to setback rules) that would conceal inventory from public view and for a numeric cap on vehicles and equipment derived from the applicant’s Aug. 18 inventory email. The committee added conditions requiring the enclosure, adherence to setback and height rules, limits on the number of stored vehicles/recreational items as listed in the applicant’s August inventory, and a reevaluation/renewal clause. Members also required that the permittee comply with all applicable health, building and setback standards and that staff verify compliance.
The motion to approve the CUP with those conditions carried on a roll call where the chair announced one dissenting vote.
