• Resolution J — Leslyn McBean Claiborne Strength & Diversity Award: moved and approved unanimously. (Ceremonial award; two recipients announced.)
• Resolution P — Appointment to Tompkins Consolidated Area Transit (TCAT) board of directors (Laura Lewis): approved unanimously after committee recommendation; roll call recorded unanimous support.
• Resolution AB — Authorization to renew seismic monitoring agreement with Cornell University: committee-recommended renewal; approved unanimously (14 ayes).
• Resolution V — Requirement encouraging AGMT and NACC credentialing for glazier work on county projects, with a director waiver where necessary: passed unanimously. The policy is intended to raise workforce standards while preserving an administrative waiver if competitive bids are insufficient.
• Resolution W — Authorizing contingent funding for the community shelter capital project and ongoing consultant work: approved 13–1. Administration explained HHAP grant rules require shelter-specific use; the project budgeted conceptually at about $15 million.
• Resolution AA — Authorization to commence limited construction at 55 Brown Road (solar array) to protect federal clean-energy tax credits while Cornell lease amendments are negotiated: approved 12–2. The county attorney said the move is intended to preserve roughly $300,000 in tax credits. Administration will return with negotiated lease amendment and cost estimates for additional insurance Cornell requested.
• Resolutions X & Y — Negative declaration and sale of Fall Creek Road tax parcel (tax parcel 2-1-2): the legislature amended the sale to transfer to the Village of Freeville rather than to an heir, changing the sale price language to 'to be negotiated with the village'; amended motion carried 10–4.
• ARPA reallocation for shelter security: HHS recommended reallocating approximately $400,000 in ARPA funds to pay for security services at the roadway shelter; full legislature approved the reallocation.
• Consent agenda: a long list of board appointments, budget adjustments and contract authorizations were approved by roll call (motion carried, 14 ayes).
